Italy Issues Decree To Realign Procedural Acts
Members of the Italian Parliament are challenging a government decree, labeling the legislative process as a 'farce' and a failure of democracy. Critics argue that the commission was given only one day to examine nearly 1,000 amendments, resulting in less than 10 percent of the articles being properly discussed. The opposition is calling for the text to be sent back to committee to ensure the rule of law is upheld. The decree corrects procedural dysfunctions by explicitly reversing the sequence of acts, requiring the CIPES deliberation to occur before the act leading to the convention. It reassigns the Ministry the role of director and structure, concentrating responsibilities and competencies that were previously dispersed among multiple subjects.
