Anarchist and mathematician Azat Miftakhov has been transferred to IK-18, also known as the 'Polar Owl' colony, in the Harp settlement of the Yamalo-Nenets Autonomous Okrug. This facility is described as one of Russia's most isolated and strict penal colonies.
