Prime Minister Luís Montenegro admitted difficulties in implementing government support for those affected by the Tempo Estado floods. Minister of Economy and Territorial Cohesion Manuel Castro Almeida stated that a shortage of technicians in local authorities is causing the delay. Only one third of people in areas affected by recent storms have received support for housing reconstruction. The aid process has been ongoing for three months since the storms occurred. The Prime Minister is expected to return to parliament for a biweekly debate. This debate is expected to address the PTRR and the ongoing impasse regarding the liberal package. Reconstruction funds for disaster recovery have been available at Regional Coordination and Development Commissions (CCDR) for some time. The distribution pace is currently determined by municipal councils, which must evaluate individual requests.
