He warned that the prison system is currently on the verge of collapse. A prison in the Paris region reports a capacity of 1,300 detainees for only 592 available places. Staff report that cells designed for two people now hold three, and sleeping on mattresses on the floor has become a standard practice. Guards state that the high inmate-to-staff ratio prevents them from performing duties effectively and leads to increased aggression and delays. Staffing shortages are exacerbating the crisis, with officials warning that the system is on the verge of collapse due to insufficient surveillance agents.
