Qing Dynasty Implements Military and Administrative Reforms

Fujian Governor Fan Chengmo was appointed in Kangxi year 11 and took office in Kangxi year 12, shortly before Geng Jingzhong's rebellion. Kangxi's court considered Lu Ying's effectiveness and the potential threat from Wu Sangui. Kangxi has appointed new theater commanders, including Prince Kangxiu, Prince Anyue, and Beile Shangshan, to key battlefields. The Emperor has appointed Manchu princes to key battlefields in Qiqihar and Guangdong to manage the southern water-based terrain. This evaluation was also described as assessing troop effectiveness. Emperor Kangxi has detained Qing Jingzong's brothers, Qing Zhaozong and Qing Jiezong, due to their familial relation to Qing Jingzong, despite acknowledging differences in their personalities. Qing Zhaozong is married to Princess He Zhaorou. Kangxi stated that under national law, leniency was difficult for the brothers. All subordinates of Qing Jingzong in the capital have been suspended from their posts. This action follows Qing Jingzong's rebellion, which began in Fujian and spread to Zhejiang and Jiangxi, with attempts to contact Zheng Jing in Taiwan. Fan Chengmo and 53 other individuals were executed by Emperor Qing Jingzong in 1676, during preparations for a new campaign. The Qing administration has implemented a new system to unify military and civil administration, covering everything from high-ranking officials to common soldiers.
