These agents reportedly manage lists and intermediary steps to bypass national registration systems. The investigation into these activities has been ongoing since March 25, 2025. The case involves agents operating between China and Thailand who manage registration and family placement lists. Authorities identified specific districts acting as transit points using intermediate identification numbers to enter national registration systems.
