The document was reportedly uploaded to the SECOP 2 procurement platform to meet contract requirements. This alleged falsification allowed her to meet requirements for a better contract condition. The Superintendencia de la Economía Solidaria is investigating the health provider COPSALUD in Cartagena. Investigators are visiting facilities to verify a possible scheme used to hide debts and move resources within the EPS. Findings suggest that between 2019 and 2025, obligations with clinics were allegedly transformed.
