Beijing traffic authorities reported that 35% of road traffic fatalities in 2025 involved electric bicycles or motorcycles. Wei warned that riders may be held liable for expanded losses, such as head injuries, if they fail to wear helmets even if they are not at fault for the accident. Revised Beijing Electric Bicycle Management Regulations went into effect on May 1. The new rules elevate wearing helmets from a civil recommendation to a legal obligation for both drivers and passengers. Beijing Public Security Traffic Management Department is overseeing the implementation of the mandate. Previously, helmet use was treated as a recommendation for civilized behavior. Beijing police remind electric bicycle riders that helmets must meet national standards and undergo mandatory product certification.
