UK Farmers Face Irrigation Restrictions For Cereals
UK farmers are unable to irrigate cereal crops due to licensing restrictions from the Environment Agency. While irrigation is permitted for root crops like potatoes on farms, it is illegal to create new boreholes or pump water from rivers for cereals.

“irrigate. Well it's not, unfortunately we're not allowed to on certain soil. On the farm we do, for root crops, rung into potatoes, but for the cereals we simply haven't got the ability to irrigate. It's a license by the E.A. and we can't just make a ball hole or pump out a river. It's illegal. Would it be worth doing, even if you could? On the cereal crops, I'm skeptical.”
