Colombia Proposes Telemedicine To Expand Healthcare Access

President Gustavo Petro's administration is proposing a credit initiative to support approximately 1,000 family micro-enterprises. Colombia is seeking adjustments to its health insurance model to deepen the assurance system. Officials aim to transition the Unified Payment Capitation (UPC) from a standard insurance premium recognition to what has been termed a 'differential UPC'. This follows discussions regarding how to structure the UPC moving forward for the country. Colombia is considering a transition to a differential Unit of Payment per Capitation (UPC) model for healthcare. This model would allow the state to better calculate epidemiological profiles and disease burdens to allocate more resources to patients with higher needs. Additionally, the proposed model seeks to implement payments based on health outcomes. The proposed model would utilize ex-post risk adjusters to direct portions of premiums to insurers that guarantee better health results. This results-based insurance model is expected to begin producing outcomes by 2027. The proposal was discussed in the context of evolving healthcare financing strategies. Colombian officials are proposing a new model to deepen healthcare coverage in dispersed and rural areas. The proposal includes implementing telemedicine and teleconsultation tools to utilize existing national diagnostic capacity and specialists.
