Russian Aviation Rules Threaten Regional Carriers
New federal aviation regulations proposed by the Ministry of Transport could significantly impact the viability of small regional airlines in Russia. Industry leaders warn that the requirements for maintaining airworthiness may increase operational burdens for smaller operators. The document aims to regulate the maintenance of civil aircraft but lacks clarity on specific implementation for light aircraft like the Baikal. Sergey Detenyshev of the Association of Small Aviation Enterprises noted that the technical and economic costs of meeting staffing and documentation standards are prohibitive for smaller operators. These regulations are expected to take effect in March 2027. New regulations in Russia's aviation sector are expected to create administrative barriers, particularly for smaller airlines.
