То есть первая лицензия была выдана 5 марта на 30 дней, а вторая была выдана уже только в середине апреля. И с формальной точки зрения был определенный лёгкий момент между сроком завершения первой лицензии и сроком выдачи второй. Я думаю, что в публичном дискурсе всегда есть ястребы и есть голуби. Вот Бессенд, по всей видимости, выступает в роли того ястреба.”
