It remains uncertain if the individual will speak in court. It is unclear if the shooter will speak in court, but outbursts are possible. Little is known about the situation at the moment. Cole Thomas Allen, 31, is identified as the individual who sent a manifesto to the Hotel Washington Hilton shortly before an incident. The manifesto, along with social media posts, is under federal investigation.
