Sergey Gololonov investigated abandoned cars, reporting that the criteria for classifying vehicles as 'car junk' are clear and have been known for a long time. In 2014, the Moscow government expanded the rights of utility services to evacuate abandoned cars. Previously, only severely dismantled vehicles with accessible interiors could be removed. Now, cars can be removed even if they appear intact but show signs of long-term abandonment, such as being covered in dust. A car standing in one place for over a month during warm weather is considered a sign of disuse.
